The guy's name is Michael Fay. He was a teenager back when Weird Al wrote the song.The Singapore government is tough on petty crime and such. Spitting can get you fined and things like graffiti can get you whacked really hard. Being a New Yorker and seeing all the scratching and defacing in many places, like subway cars and private properties, I do wish we have better punishments for these petty crimes.
