Radar is on Circus because Radar was sold to britney as a single, britney and her team promised to release it as a single and make a video for it, but they broke their promise when they stopped the promotion for radar in june this year because of brit working on new songs for circus. So to avoid being sued they put radar on Circus too.Thats why.
